To me, such a boundary, however, necessarily must provide for the individual's full Jewish life. If it does not do so, then it is a prison rather than a City of Refuge. Reply

The Talmud says that if the killer is a student, his teacher must move to the City of Refuge to continue teaching him. I think from that we can surmise that it certainly provided for his spiritual needs. Reply
